February is the shortest month, but there was no shortage of news in Woodridge during February 2013.  Here's a recap of some of the top headlines from the past month: Former Mayor Joel Kagann Passes Away Former Woodridge mayor Joel Kagann died Thursday, Feb. 7. He was born Sept. 16, 1936. Affectionately known as “Mr. Woodridge”, Joel served a storied career with the Village of Woodridge, first as the Village’s Chief of Police from 1962 until 1971, then as Mayor from 1973 to 1977 and Village Clerk from 1979 until 1981. Village Targets Janes Plaza Shopping Center With Eminent Domain Action

After months of failed negotiations, the Village of Woodridge is moving forward to acquire the shopping center, a spot for the Athletic Recreation Center development.

The Woodridge Village Board approved and ordinance last week to take eminent domain action to acquire the Janes Plaza Shopping Center.  According to a village news release, the village and the property owners couldn't come an agreement after "lengthy negotiations."  During the summer of 2012 Woodridge amended its Janes Avenue Tax Increment Financing District plan. The change went into effect after several months of Village Board consideration and public input. The change allowed for TIF dollars to be used to purchase property and contribute toward the development of an Athletic Recreation Center to be built and financed by the Woodridge Park District.  In November, the Woodridge Village Board authorized staff to negotiate the purchase of …
